Turns out the founder of TRC and many the vets who worked in clinic were falconers as well. When you see a falconer transporting their bird or walking with a group, the bird might be in a dark crate or hooded. They know how to trap raptors and if something is interesting nearby, they will try to band it for research. Not always.
