New Jersey is Undecided. New Jersey has an interesting approach, at the sate level. Cats are domesticated animals that are not indigenous wildlife in North America. The ordinance seeks forbid such activities from taking place, such as releasing a spayed feral cat within the city limits and feeding feral cats.
