Endangered Species Act: Delisting the Black-capped Vireo?

Fish and Wildlife Service (FWS) is considering changing the status of the endangered Black-capped Vireo : it has proposed delisting it entirely. FWS also issued a FAQ regarding the proposed rule. Of course, regardless of the outcome, the vireo would, like other bird species, be protected by the Migratory Bird Treaty Act.
