One wouldn’t tether a rabbit out to get a shot of a fox or a coyote, or is that somehow different? And as Ron Dudley shows, it goes beyond live mice, as he documented a whole chicken being left out by someone to attract raptors. If they are doing it solely to capture the photo it isn’t aid it is exploitation.
