Meat-packing companies might encourage, for example, an increased dog population to take up the slack. It is certainly likely that a similar phenomenon would occur if vegan vegetarianism became a widespread movement in the U.S. The trouble is, of course, that it is not clear what tacit approval is supposed to mean.
