There's a stray dog problem in San Luis Rio Colorado, Mexico. Clearly, there's no spay/neuter program in this place. There are about 70,000 stray dogs roaming San Luis Rio Colorado in northern Mexico. Activists said what the government was doing qualified as “animal torture,” and they called for legislative reform.
