When I looked at lists of birds allowed for falconry in Minnesota years ago, I asked some of my falconer friends, “Really, owls?” Many get their birds from breeders. Snowy Owls are used in falconry, more so in Europe but they are legal for a few states here in the US. Falconers can trap any bird of prey any time they want.
