The USVI are smaller and have fewer habitats and, as a result, fewer bird species. Much of the research regarding Caribbean ecology and ornithology has been conducted in Puerto Rico. There are arguments for adding all territories, but experience demonstrates that the ABA moves glacially when it comes to the ABA Area.
