If someone’s sole reason for abstaining from meat were pain-avoidance, then there would be no reason not to eat these cows. Even Peter Singer would eat these cows, assuming he had a taste for beef, which he probably doesn’t. One might first ask, “Why does higher intelligence mean that one species is more valuable than other species?”
