In DeKalb, Illinois, that monster is Cavel International, the only remaining plant in the U.S. that slaughters horses for human consumption. Since it is illegal to sell horse meat for human consumption in the U.S., One can't kill horses for human consumption within the U.S., The answer is the proverbial loophole.

Such hormones may increase the risk of breast, colon and gastrointestinal cancers, according to a University of Illinois study. Europe and Canada outlawed using hormones on dairy cows because of such human and animal health concerns. In cows, the hormones have been shown to increase lameness, udder infections and bone cancer.
