Its goal was to limit the greedy collecting of birds killed for the plume trade, the bird meat trade (as in the wholesale slaughter of the Passenger Pigeon), and for sport (again, the Passenger Pigeon and declining numbers of waterfowl). It has become the cornerstone of U.S. McLean, Birdman of the Senate from their local libraries.
