The System also protects bison , bighorn sheep , panthers , elk , grizzly bears , manatees , and ocelots , among others. The reason is twofold, size and mission. It’s not just for the birds.

The University of Puerto Rico, an "1862" LGU founded in 1900, operates a slaughter facility killing small ruminants -- typically goats and sheep, cattle being large ruminants.
