I wonder instead if this is actually about the difference between advocacy and action, and about the way things ‘should’ be. Dogs should not be used to hunt foxes. Should lends itself to advocacy, a crucial aspect of conservation. An example of this from outside hunting – Ecuador’s Yasuni National Park.
