I wonder instead if this is actually about the difference between advocacy and action, and about the way things ‘should’ be. Dogs should not be used to hunt foxes. Should lends itself to advocacy, a crucial aspect of conservation. Perhaps it would be better to move the tigers to that bigger reserve, or maybe a zoo.
