It amazes me that legislative business is still being conducted in DC these days, what with the US economic sky falling. The Prevention of Equine Cruelty Act (H.R. 6598) is a bill that criminalizes the sale and transportation of horses for slaughter. Especially animal business. Lovely quote.

Mike Beebe has signed into law new animal-cruelty restrictions that make aggravated cruelty to cats, dogs and horses a felony on the first offense. Arkansas becomes the 46th state to make cruelty to animals a felony, according to the Humane Society of the United States.

The provincial government says it's gone from "worst to first" and Ontario is now the only jurisdiction in Canada with special protections for law-enforcement animals like police dogs and horses.
