The dogs were confiscated from Paws "R" Us Kennel in Clarendon Township, about 90 minutes northwest of Ottawa. Under Quebec law, the kennel owners could face a maximum penalty of only $1,200 if convicted of animal cruelty — a penalty that some animal rights advocates say is too lenient.
