Snowy Owls are used in falconry, more so in Europe but they are legal for a few states here in the US. Many get their birds from breeders. When you see a falconer transporting their bird or walking with a group, the bird might be in a dark crate or hooded. Falconers can trap any bird of prey any time they want. Not all the time.
