Birders have been apprehensively watching developments regarding the construction of a border wall through the renowned birding location of Santa Ana National Wildlife Refuge in Texas. This appears to include both state and federal laws. This waiver provision was greatly expanded with the REAL ID Act , which Congress passed in 2005.
