The capital is San Juan, an important center of Caribbean culture and transportation. Indeed, Puerto Rico is second only to the much larger Cuba in terms of bird species in the West Indies. It is the fairest, most inclusive, and simplest option that could be adopted, and it is consistent with the addition of Hawaii.
