Since there are many laws and fines against animal cruelty or irresponsible pet ownership, its possible that the man felt this was his only recourse. Many people are willing to care for bearded dragons since these make great domesticated animals. An animal shelter or animal rescue center are good options.

I spend plenty of time doing nonprofit work that is unrelated to animals and also doing for-profit work that is unrelated to animals. In other words, I don't immerse myself in animal cruelty. And part of meeting my own needs, by the way, is the need to care for animals who have been discarded.
