The capital is San Juan, an important center of Caribbean culture and transportation. There are arguments for adding all territories, but experience demonstrates that the ABA moves glacially when it comes to the ABA Area. Studies at Cabo Rojo NWR have shown that virtually all species have declined more than 70% between 1985 and 2015.
