The capital is San Juan, an important center of Caribbean culture and transportation. Studies at Cabo Rojo NWR have shown that virtually all species have declined more than 70% between 1985 and 2015. It is the fairest, most inclusive, and simplest option that could be adopted, and it is consistent with the addition of Hawaii.
