Al Franken (suck on that Bill O'Reilly) has introduced a bill to increase the number of service dogs for vets returning from Iraq and Afghanistan. But this program isn't just the right thing to do. The program would be monitored and refined over a three-year period to optimize its effectiveness. It's the smart thing to do.
