Another 170 are in captivity, many of them breeding stock for reintroduction efforts. Eventually, I found the lone whooping crane present at the refuge by its call. Fish and Wildlife Service tells states when they may propose a hunting season on cranes, and has ultimate jurisdiction over whether the states get their seasons.
