what should i do? i currently live in puerto rico and i don’t really know where to call to help with animal neglect. they have fungi in there cage. no food or water and feces everywhere

the thing is there’s barely any animal rescues that i’ve seen of :( all i’ve seen online is to maybe try to call the cops but 1 my spanish isn’t that good and 2 i don’t think the cops could do much
