Dog possibly in trouble, but not sure what to do. Please help.

I live I an apartment, and the house 2 doors down has a small/medium sized dog, tan colored, may post a picture later of him, but its too dark outside right now. I usually am walking to school at 6:15am and hes usually outside. When I get back at 2:50: hes usually outside. While I'm in the house, playing games or on reddit, he is outside, barking at everything. I've noticed he is scared of all people, even a little skiddish around his owners, but not as much as other strangers. He is on a very short leash, and has a small bowl of water outside. Even on weekends, he is outside at least 4/5th of the time. He is always whimpering and shaking when a bus passes, pr any other loud vehicle, as he usually out front, close to the road, but not where he can get hit. He is also outside no matter the weather, rain or shine. And the last straw is when he was dragged in by the collar in a very harsh manner. I don't know if this is enough to be considered animal cruelty, but I also don't want to report this and have nothing be done about it. What should I do?

You can report it and remain anonymous, but I doubt this (your description only) in itself will rise to the level of criminal animal cruelty resulting in the removal of the animal (which typically reqs a judge to sign off, unless there's exigent circumstances)

However, if the animal control officer (or cop) discovers something else during their investigation and/or there's a well documented history of this treatment, the animal could be removed immediately under exigent circumstances and the owner would have to petition a court of jurisdiction to get the animal back.

Every investigation has to start somewhere, right? And if every person that has seen this mistreatment chooses not to report it because "it's pointless," that documented history never gets established. So do report it...

Can't really do that, I'm 15 and parents would kill me. But I will report in the morning.

It depends where you are. I think you'll find in most countries though, that if he has no shelter it is considered cruelty. The owners may only be directed to provide him with shelter though.

I never understand why people get dogs if they're not family or working dogs.
