I would note that 1000$ ain't shit for horse care...you can have one vet visit that costs that much, and i wager a feral mustang is probably not the healthiest of creatures.

Yeah, the problem is the ones abusing the animals have spare/cheap grazing land, and only look to do the bare minimum to keep it alive for the year span before they can unload it for another $500.

The normal figures you'd take for caring for the horse, yeah, not being done here.
