Fish and Wildlife Service (FWS) has published a list of NWRs that have been created or expanded with Duck Stamp funds. Pea Island NWR (North Carolina): 99.2%. And the U.S. Lee Metcalf NWR (Montana): 96.3%. Malheur NWR (Oregon): 25.8%.
