Endangered Species Act: Delisting the Black-capped Vireo?

Fish and Wildlife Service (FWS) is considering changing the status of the endangered Black-capped Vireo : it has proposed delisting it entirely. and it breeds in the scrublands of Texas, Oklahoma, and northern Mexico. FWS agreed that the species had recovered sufficiently and proposed a rule delisting the vireo.
