Wolves & Eagles No Longer Endangered in Michigan?

That's what Michigan's State Department of Natural Resources says. Michigan's removal of the bald eagle and gray wolf from the list will be the most significant change in species protection the state has seen in years. Killing would be permitted only if a wolf posed a direct threat to humans.

My only guess is that it's an organ of some kind (hopefully animal and not human?) I live in west Michigan, in a suburb of an urban area (not in a rural area at all.) At first I thought it was a pile of poop, but when I poked it with a stick it was gelatinous. I found it on the ground a few feet from the base of a pine tree.
