Arkansas becomes the 46th state to make cruelty to animals a felony, according to the Humane Society of the United States. The law, which will take effect 90 days after the Legislature adjourns, makes aggravated animal cruelty on first offense punishable by a fine of up to $10,000 and up to six years in prison.

Through its campaign, www.ExposeAnimalAbusers.org , the animal protection organization is promoting model legislation that state legislatures could enact.
