We can really ask the question and get a definitive answer from one. Granted those birds had a very different outlook on humans than wild owls, but there were times they were stressed and a good program person can read those signs and know when to end a program when the owl needs it. It helps if you can understand owl behavior.

As it is critically endangered (there are only about 100 left), I think it can be forgiven for killing the occasional Pale Thrush (which is listed as Least Concern). Unfortunately, Hen Harriers die disproportionally near British Grouse moors – most likely killed illegally by people hunting grouse for sports ( source ).
