A state law mandating "humane treatment" of downed livestock headed for the slaughterhouse was unanimously overturned Monday by the Supreme Court. California's (law) endeavors to regulate the same thing, at the same time, in the same place -- except by imposing different requirements. And it was a unanimous decision.

Because the Agriculture Department enforces the Animal Welfare Act, this authorizing bill deals with a broad range of subjects regarding the humane treatment of animals. These new penalties would give the law some much needed teeth. Enforcement has been inconsistent at best.
