The dog breeding legislation, intended to outlaw “puppy-farming”, was prepared by Green Party leader and Minister for the Environment John Gormley. The draft Bill proposes a new regime of annual inspections and fees for dog breeders. They also want an exemption for hunt kennels which do not breed dogs for commercial purposes.

Take a look at this fine feathered fellow (having seen him put the mack on some lady pigeons, I feel fairly confident in assigning this bird a sex) who hangs out behind the grocery store past which I walk my dog, living on discards and handouts with a large flock of his kin. The guy lured[stole] a dog which did not belong to him, dog taped the dog's mouth shut, tied the dog to a tree, and committed and act of buggery.
